My overweight cat has dandruff. What's the best food & exercise?

My overweight cat has bad dandruff. What can I do to help get rid of it? Also he needs to be put on a diet. What food is best to use dry or wet and what brands are best ? Also how much excersize should he be getting a day? He was never overweight until we moved and he couldn’t go outside no more and he also became a lot bigger after a major surgery. Please help!! Pet's info: Cat | American Shorthair | Male | neutered | 3 years and 3 months old | 13 lbs

I would recommend the hills metabolic range in either wet, dry or mixed as long as total daily volume is within guidelines for target weight. The skin and coat should improve as he loses weight and regains mobility to groom himself, daily brushing will help in the meantime
