My dog's head is swollen and painful between ears. Why is it moving?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | 8 months and 21 days old | 18 lbs

My dog’s head is swollen between his ears and above the eyes. It is not causing him any vision problems, but when we go to pet his head he cowers to avoid pain or when he does allow us to pet him he cries. The other day, he had the swelling on his muzzle, and today it is on his head.

This could be an allergic reaction, or it could be from some kind of skin infection. It is unusual that the swelling seems to be moving around. I would recommend scheduling an appointment with your vet, particularly since Noah seems painful.
