My Doberman puppy is scared of strangers and won't bark. What to do?

I have a three month male doberman . He is playfull. But he doesn't react towards srangers and fears by a lot of things.dont bark . And doesn't follow what we say. What I do to get him out and of this. Can we post his ears to stand. Pet's info: Dog | Doberman Pinscher | Male

I would encourage you to contact a dog trainer that can work with you and Rocky in person to really take care of this behavior.
