My dog scratches, rubs face, red eyes after eating. Allergies?

Hello, my dachshund is 5 years old and in the past week he has been scratching a lot. He has been rubbing his face with his paws and dragging his face into the carpet. I make sure he takes his flea and tick medication and comb through his coat to remove the eggs on him. He sometimes does this after he eats and lately gets red eyes as well. Pet's info: Dog | Dachshund | Male | 4 years and 5 months old | 12 lbs
