Dog can't breathe due to pollen. Are there pet inhalers or meds?

Significant respiratory distress with the high pollen count. At this point Zyrtec 1/2 tab 2x a day of little benefit(wakens every 5 to 15 min in respiratory distress). Are there pet inhalers or other meds???? Pet's info: Dog | Cavalier King Charles Spaniel | Female | spayed | 11 years and 3 months old | 15 lbs
