My puppy's penis is stuck out and dirty. What caused it? What to do?

When I came home I noticed my puppy's penis was bothering him as he was trying to lick it. I went outside to get a closer look and realized his penis was stuck out. It was covered in sand and grass and was dry. However it wasn't swollen. I carefully pulled his sheath back over his penis. I went inside to get a syringe of saline solution andremoved what grass and sand I could then flushed inside of his sheath with the saline. What could have caused this? This can happen. It's known as paraphimosis, which is an inability to retract the penis back into the sheath. You did a right thing by cleaning Diesel's penis, and retracting it back in the sheath. You don't need to do anything else as long as his penis is back in the sheath.
