When I came home I noticed my puppy's penis was bothering him as he was trying to lick it. I went outside to get a closer look and realized his penis was stuck out. It was covered in sand and grass and was dry. However it wasn't swollen. I carefully pulled his sheath back over his penis. I went inside to get a syringe of saline solution andremoved what grass and sand I could then flushed inside of his sheath with the saline. What could have caused this? Is there anything else I should do?

This can happen. It's known as paraphimosis, which is an inability to retract the penis back into the sheath. You did a right thing by cleaning Diesel's penis, and retracting it back in the sheath. You don't need to do anything else as long as his penis is back in the sheath.
