My female dog is licking her private area and whining. Heat or UTI?

My 3year old poodle mix keeps excessively licking her private area and whining ,could she be in heat or an infection. Pet's info: Dog | Mixed Breed Small (up to 22lb) | Female | unspayed | 6 lbs

I’m assuming you mean she is licking her vulva. This could be a sign of a urinary tract infection or other lower urinary tract disease like bladder stones. If you’re seeing bloody discharge from the vulva it could be a heat cycle but she shouldn’t seem painful. If the behavior continues I would recommend seeing your veterinarian.
