Why is my dog restless, panting, whining, and wanting to lay in dirt?

Hello, I'm very worried about my dog. She is restless, panting heavily and whining since last night. She just want to go outside and lay in the dirt. I thought it was her stomach so I've put her on a diet and I am giving her active carbon to clear out anything that she might have eaten, but I'm not sure it's the stomach. She eats well, isn't lethargic. She doesn't drinks very little water. She is a Yugoslavian Shepherd Dog, could not find that breed her. 5 years old. Pet's info: Dog | South Russian Shepherd Dog | Female | spayed | 99 lbs
