My dog is aggressive on walks and won't wear a muzzle. What to do?

Pet's info: Dog | Norfolk Terrier | Male | unneutered | 4 years and 6 months old | 150 lbs

I’m wondering if somebody could give me advice? My dog Max is very aggressive around other dogs and strangers he will bark non stop when out on walks and has got bitten by another dog before, is there anything I can try to calm him down with when going for walks? It can be very embarrassing when it happens in front of people and other dog owners. Our vet will not neuter him without a muzzle and he gets aggressive and snaps when we try to put it on him

Thanks for using Petco Pet Education Center, formerly Petcoach. Firstly, this is almost always fear-based. Talk to your vet about getting him some anti-anxiety medication to calm him down enough to get the muzzle on. And frankly, even after he is neutered he’ll probably need something like that for daily use while you can do some counter-conditionung training. My favorite is trazodone as it is very safe, can be used long or short term, can be started and stopped, and can be given with certain other sedatives and anti-anxiety medications.
