My dog's penis is stuck out, red, and cold. Should I go to the vet?

My dog was stuck with a female dog this morning at 7 am and his wiener is out and bloodshot red since 8 am this morning I called my local vet and he said to give it over night and to lube it up with vaseline But it’s not making any progress and his wiener is really cold I don’t know what to do. Pet's info: Dog | Mixed Breed Large (61lb +) | Male | unneutered | 11 months and 7 days old | 65 lbs

The looks pretty severe. I suggest you get him to an emergency vet clinic. This could turn into a very serious issue if not treated promptly. Once a dog has this issue it is common for it to happen frequently.
