My dog's rear is bleeding badly. Is it a wound or a tumor?

I have a dog 5 years old common Pariah breed. Today at around Noon.. i saw my dog rear portion bathed in a pool of blood. when i checked properly his urinal portion was badly wounded or a tumor kind of thing was hanging from his wound. I gently washed off the blood from my dog and now he's sleeping at the moment . Please help me. i am really worried if he can be cure..

Hello. Poor baby. He needs to see a veterinarian as soon as possible. I cannot tell if this is a tumor or somehow the penis has been trapped outside the sheath. Either way, he needs immediate care, especially if whatever is going on prevents him from urinating properly. This looks very painful & I hope you can have him seen quickly.
