My friend often sprays perfume all over her small breed dog's coat. Is this safe for the dog?

In the long term, this is probably neither safe nor healthy. The ingredients may cause stomach upset if licked and ingested. Perfume may also irritate the eyes if it gets into them during spraying. A dog's nose is much more sensitive than the human nose, so perfume may be irritating.
