Why does my cat meow constantly for outside access? How to stop?

My cat will not stop meowing. He meows all day long standing on the door wanting to go outside. We cannot let him outside and we just want him to stop meowing what should we do? Pet's info: Cat | Russian Blue | Male | neutered | 14 lbs
