Why is my dog losing fur and has red, irritated skin? Should I worry?

This looks like a skin infection, possibly due to fleas or an allergy. It looks infected already so I would recommend taking him to the vet in order to get it treated, he will need an antibiotic course.

It could be a rash but it could also be Hachi has a skin infection. Without seeing him in person, I can't say what is going on. I'd have him seen by a vet in the morning to have this diagnosed and treated.

The infection may be due to bacteria, yeast, parasites, allergies, etc. He will need an exam, some skin testing, and antibiotics. In the meantime, a good oatmeal shampoo could help temporarily. He may be experiencing seasonal allergies or a reaction to something he came into contact with recently. While I do not think it is an emergency, he will need to see his veterinarian especially since he is not acting like himself. I suspect that he is uncomfortable. In the meantime, you can bathe him with a moisturizing shampoo and conditioner such as an oatmeal or fatty acid based formula. This is will hopefully provide him with some relief.
