My small dog won't stop licking my big dog's elbow. What's wrong?

I have an 8 yrs old boxer/rotty, and he is big (150lbs) for his type. Now our little dog keeps licking the big dogs elbow excessively. And I mean almost every waking moment for the past 2 or 3 weeks now. What do you think it could mean? Pet's info: Dog | Mixed Breed Large (61lb +) | Male | unneutered | 8 years and 2 months old | 150 lbs
