My small dog won't stop licking my big dog's elbow. What's wrong?

Pet's info: Dog | Mixed Breed Large (61lb +) | Male | unneutered | 8 years and 2 months old | 150 lbs

I have an 8 yrs old boxer/rotty, and he is big (150lbs) for his type. Now our little dog keeps licking the big dogs elbow excessively. And I mean almost every waking moment for the past 2 or 3 weeks now. What do you think it could mean?

If the little dog is not neutered, it’s likely related to that. Sometimes male dogs will exhibit this behavior other male dogs. It’s unclear why they exhibit that behavior. Sometimes it can also be a sign of anxiety and the small dog is using the large dog as a comfort blanket. You must read the rest of the body language to know what he is saying.
