Pet's info: Dog | Chihuahua (Smooth Coat) | Male | neutered | 3 years and 4 months old | 11 lbs
My rescue chihuahua (adopted 5 months ago) is 3yrs old, and is very aggressive when afraid. He also fear bites. Other then that he is REALLY affectionate. Some times his fear comes out of no where and I don't know what's trigging it, other times its the typical new situations, New people, going to the vet, loud noises etc. Is there anything besides time, love, and patience that I can do to help calm him while he is afraid? He's unpredictable sometimes. Will he ever recover fully?

Aggression and fear are complicated. Some dogs can make some progress with appropriate guidance and consistency. For such guidance you will need to work with a trainer or a behaviorist. They must show you how to read his body language and how to respond in a fashion to modify their behavior. Certainly you can read many books about training and canine behavior as it is all helpful but likely you will still need professional assistance.
