Why does my dog whine, pace, and try to pee often in her kennel?

Pet's info: Dog | Pembroke Welsh Corgi | Female | spayed | 3 months and 5 days old | 25 lbs

Mia does this thing where she will pee then leave her kennel, pace while whining, goes straight back to kennel, repeat and nothing comes out after the first time she pees. Told her vet about it but they did not do anything. Any idea why she does this? She’s done it since I got her at 8 weeks old. I even took video of her doing it to show my vet but they were not interested.

IT may be that she has some discomfort from bladder inflammation or a urinary tract infection - a urine sample would help to identify any underlying causes. I would try to increase her fluid intake by adding water to feed, adding canned food or flavouring her water with boiled chicken water etc to help flush the bladder and dilute the urine as this could be contributing to pain and discomfort during urination
