My dog had a small bump after3yrs it large and brown is this skin cancer?

A needle aspirate and/or a biopsy would need to be done in order to determine the cause. It could just be a benign lump but there is no way to know for sure without doing some testing. A needle aspirate is a very simple procedure that your vet can likely do without sedation.
