Can I safely tie off a black lump on my old dog with heart issues?

Pet's info: Dog | Dachshund | Female | spayed | 16 lbs

My 14 year old dauschund has a black growth the size of a grape on her back. She is on heart medication and so is a high risk to have surgery. I also live in mauritius where veterinary care is very basic. Was wondering if I could try tying under the lump to see if it will fall off. What do you advise.

Nope, I would recommend just letting that be for several reasons. Tying it off would cause pain and risk of infection. It doesn't look like it's bleeding or otherwise causing problems now and if it is cancerous, just removing the top part wouldn't remove the cancer. So it would really just be a cosmetic removal, with risk of complications.
