Poor Snowie! If you see tissue protruding from his rectum, this could be a rectal prolapse, a tumor of some kind, or even something like a peritoneal hernia. I would definitely recommend taking him to the vet to have this checked as soon as possible, since there's really no way to say for sure what's wrong without being able to examine him in person. Your veterinarian can advise you on what kind of treatment is needed depending on what is found.
