Our dogs are coughing/hacking and sometimes vomiting clear phlygm. Otherwise they seem fine not lathargic, eating and drinking fine no weight loss.

This is likely an upper respiratory infection called Kennel Cough, this usually resolves within 2 weeks without treatment, but if the cough is too severe it is recommended to go to the vet in order to get cough medicine and antibiotics.

If it's been already over 10 days and he is coughing yellow phlegm, this is a sign that he needs an antibiotic course as it is likely that the viral infection has escalated to a bacterial infection. you should take him to the vet ASAP in order to get treated.
