Why is my senior dog breathing loud, whining, and can't lie down?

Pet's info: Dog | Mixed Breed | Female

My dog is 16 years old and breathes loud and whines while laying down. This started a week or two ago when every time she would lay down she'd get back up immediately to breathe easier. I'm wondering if this is Congestive Heart Failure? What can I do/buy to get rid of the liquid from her lungs if that's the case?

In a dog Bailey's age, yes there is a chance it could be heart failure . You will need to take her into the vet now. The vet can do a physical exam and x-rays to see how her heart is working, and if she is in heart failure, the vet can prescribe medication to manage her symptoms. Best of luck.
