My bird's feathers are peeling and beak is weak. Should I see a vet?

My bird seems to have dead skin peeling off his tail feathers? I couldnt get a better picture than this because he hates being held. It didn't seem to be causing any pain. I give him regular baths. I he tried giving him carrot because it's rich in vitamin A but he won't eat it. His beak isn't strong enough too break bits of carrot off or chew up his pellets we have to blend them. Is he vitamin A diffeciant? Or does he have an underlying illness? Should we see a vet? Pet's info: Bird | Parakeet | Male | unneutered | 7 months and 13 days old

Making sure he's on a balanced diet can also help ensure he gets enough nutrition. Other snacks such as salad greens, apple slices, strawberries etc, are also easier for a budgie to eat and break down and can provide additional nutrition.
