My 13-week puppy is teething but her teeth aren't coming in. Normal?

Hello. My puppy will be 13 weeks old in a couple of days. She still doesn’t really have teeth yet, other than her canines. Is this normal? I thought puppies had all of their baby teeth by now but hers haven’t come in all the way yet. I was letting her chew my hands so I could get a good picture. She chews everything like she is teething but teeth haven’t come through any more yet. Thanks!

Puppies usually have their baby teeth in by 6 weeks old. Sugar's teeth may be a little bit slow at coming in, and may or may not fully erupt. Her baby teeth should fall out and should be replaced by her adult teeth by 6 months of age. She may just need a little longer for them to grow in, but if not, I recommend making an appointment to have her seen by your vet to make sure there are no issues such as gum irritation happening.
