My neutered cat's anal glands smell fishy after seeing another cat.

Pet's info: Cat | American Shorthair | Male | 4 years old | 21 lbs

I just saw a small/med white cat walk around my yard. My male neutered cat goes outside and he saw her. If this cat is a female and in heat, is that typical for my male cat to activate his anal glands outside? The other day for first time ever his rear smelled bad if fishy /poop/skunk smell.

No, that would not be part of normal mating behavior. It's more likely that Snoops was stressed by the other cat's presence and released his anal glands because of that. Many cats are very territorial so having an intruder can be very upsetting.
