Oh dear! Luna sounds very sick, as it's never normal for a dog to urinate and just lay in it, and it sounds like she's acting very lethargic in general. Clear-looking urine can be caused by a number of different things, including diabetes, chronic kidney failure, or Cushing's disease. Because this sounds like a serious problem, I would strongly recommend taking her to the vet today to be seen. He/she can do blood work and urine testing if needed to help diagnose the problem and get her started on appropriate treatment.
