My bird has swollen eyes, fast breathing, tail bobbing. What's wrong?

My bird Greenie is sick. Was whimpering this morning. swollen eyes just noticed. Feet looks dry. Looks like a big pc of dried poop or blood on her back. Tail bobbing fast & appears to breathing fast. Hope she is not dying. Pet's info: Bird | Parakeet | Female

Thanks for reaching out about Greenie. A veterinary visit is needed ASAP. Fast tail bobbing is an indication of severe respiratory disease. This can be aspiration, infection, enlarged abdominal organ, or other causes. Good luck.
