My dog has shallow breathing, won't eat, and a swollen throat. What to do?

My dog breaths very shallow and would t eat or drink his throat I'd kinda swollen ..he is a rescue dog and I'm afraid I might have gotten him too late to save what should I do

Your dog sounds quite sick, and I think he needs a vet immediately. That will be the best chance to save him. Please take him into an ER vet clinic; if there isn't one in your area, there will be a vet on call for emergencies. The information to reach that vet is found on a clinic's answering machine or website.
