My dog is panting and itching after hot spot meds. Is this normal?

Pet's info: Dog | Maltese | 6 years and 1 month old

Went to the vet yesterday for the treatment of a hot spot. The vet mentioned my dog will be drinking more water, urinating more, and panting a lot due to the injections he gave him and meds he has to take at home (not Prednisone tablets, he refuses to take them). Appetite is fine. He does pant but is it normal for him to breathe as if he is panting even though his tongue isn’t out too? Also, he’s fine in bed but still chases after his tail as if it still itches when he’s up. When will meds help?

Sometimes dogs can breathe rapidly/pant even though the tongue is not out and it could be related to the injectable corticosteroid, but if you think Simba is having trouble breathing or if he is unable to rest I’d recommend seeing an emergency vet. The medication should start helping 20-30 minutes after an injection but it might take a day or two until Simba is completely comfortable.
