My dog won't potty outside after moving. Why does she only go inside?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Female | unspayed | 7 lbs

We just moved into a new apartment and took her outside to use the bathroom 4 times. She would not go. This last time, when we brought her in, she went to the bathroom right on the carpet. Why does she only go inside?

Dogs can be situational learners and just because they are housebroken in one situation does not mean they will be housebroken in all situations. I recommend to treat Hazel as if she was a puppy again until she learns that the new apartment is her home. That means take her out frequently and use a crate and leash in the house.
