Thanks for your question about your turkeys, and thank you for the photos - they are very helpful. Many lameness issues in poultry are due to nutritional issues (deficiencies, malnutrition) or infectious diseases. I didn't see a complete zip code for you, but in many areas there are diagnostic laboratories that will assist farmers and those with small flocks of poultry with these issues. If this is not available, I would recommend taking one of your birds to a veterinarian for evaluation. They can perform a thorough physical examination, and determine if there are any deformities in the limbs that may explain what is going on. They may also recommend infectious or nutritional disease testing - unfortunately, some of these may require euthanasia of one of your birds to get a full picture of what is going on. Of course, if production is not the main purpose of your flock, this may not be an acceptable option for you, which is okay! There are some diseases and nutritional deficiencies that can be determined with other methods as well. I hope this gives you a place to start, and I hope that the underlying cause is able to be determined.
