Dog penis discharge and painful testicles after bath. Is it serious?

Update Question: We have Timmy an oatmeal bath, however, he continues to not lay down. He has high sensitivity still in his penis and testicles. When we try to feel around in those areas, he whimpers and yelps. After his bath, he appears to have some discharge at the tip of his penis (see attached picture). Thank you. Pet's info: Dog | Pomeranian | Male | unneutered | 6 years and 6 months old | 7 lbs

I'm glad you tried the oatmeal. In looking at the pictures you provided, Timmy's penis looks irritated and there may be some infection there. Given he's so uncomfortable, I think having him seen by a vet now would be best. Please take him into an ER vet clinic; if there isn't one in your area, there will be a vet on call for emergencies. The information to reach that vet is found on a clinic's answering machine or website. Best of luck.
