My cat is sluggish, in pain, and bleeding. Is it an emergency?

We have a 5yr old male cat that isn’t acting like himself. He’s recently started acting sluggish and acts like he’s in pain when we try to pick him up or when we touch his sides by his hind legs. He also dribbled a little bit of blood on the floor

Whisker does sound like he's in pain, and I'm concerned about the blood dripping and pain in the hind end. He could have bladder stones causing the blood (if it's coming from his penis), and bladder stones can block the urethra, which is fatal without treatment. I think he sounds so poorly that he needs to see a vet now. Please take him into an ER vet clinic; if there isn't one in your area, there will be a vet on call for emergencies. The information to reach that vet is found on a clinic's answering machine or website.
