My young dog is hyper, won't listen, and escapes. What should I do?

I have a basset beagle mix (at least that is what we think she is) that is about 15-18 months old. She is not fixed yet. She is extremely hyper, I can't let her off a chain in the fenced in yard because she will find a way out as soon as you are not looking. I try to let her off to run but she will not listen all she does is run at top speed around the yard and barks and chases everything. Do you have any suggestions? I am pretty tolerant of things but i am at the end of my rope!

Consistent exercise (walking on a leash is great) and some basic behavior training could make a big difference. Spaying her could also help keep her from wanting to roam quite so much. As she gets older her activity level will probably decrease some as well.
