My cat meows for play constantly and won't play with toys alone?

Question

After playing with leo for 20 mins and a 30min walk. I do this twice a day. He still meows loudly to play. Ive got him toys but he doesn't play with them by his own. It's hard not to get frustrated that even after an hour of playing and walking, he still won't rest. He would meow constantly until I do something. PLEASE HELP. My mom is thinking about letting him go because of his meowing.( She thinks he is unhappy) What do I do ??? Pet's info: Cat | Mixed Breed | Male | neutered | 9 months and 18 days old | 4.85 lbs
