Why does my cat have a black crusty ear and act so strangely?

My cat has a weird black crusty shiny thing on his ear. He also acts strangely, seemingly happy and close and cuddly one moment, then in an instant he runs off like he's scared, or will go from playfully biting and scratching to aggressively doing so. He licks himself constantly as well. We've had him for around 7 years but we don't know how old he is because he was just roaming in the wild.

That sounds most like an old dried blood clot. He could have had a small nick that bled, or a current ear infection, or even an ear polyp (which are pretty common in cats, although usually younger ones than Mr. President). I'd recommend a vet visit to get that checked out.
