My new puppy's head sways and has green eye goo. Is he sick or blind?

Hi! My name is Shea and this morning, an obviously stray or neglected puppy wandered in my yard. I cleaned him up and am taking care of him. There are two problems. 1. He constantly is kind of, swaying his head side to side. I don't see why this would be too much of an issue other than e seems to be partially blind. He doesn't respond to the movement of my hand even with food and he seems to never know excatly what's around him. 2. He has right eye green goo and that eye is over halfway closed.

You have done a good thing in taking this little guy in. I think no matter what he needs to go to a vet for a check up. His eyes or his ears etc could be causing him to sway his head. Also with his eyes being gunky and his sight effected he needs to get checked asap. You might be able to find a charity clinic to treat him as he is stray.
