Why is my dog scooting and barking at butt? Anal glands or vet?

Pet's info: Dog | American Eskimo Dog | Male | unneutered | 2 months and 25 days old | 21 lbs

Winter is a 1/2 Pomeranian 1/2 American Eskimo and he recently has started barking at his butt and trying to scoot his butt on the floor. I heard this is a sign they need their anal glands experessed. Is this something I can do myself or should I bring him in? Also he did have a hard poop before he started this so could it be another one that is stuck?

If you have never expressed anal sacs before, I'd take Winter into the vet. Keep in mind as well this behavior could be caused by intestinal worms, so the vet does need to diagnose what is going on in order for him to be treated correctly. It could also be that he is having problems with hard poop, and there may have been some stuck to his bottom and he was trying to get it off.
