Is my 9-week puppy's panting, eye discharge, and rough paws distemper?

My puppy is panting and has labored breathing at 9 wks. His left eye has yellow discharge and clear discharge from his left nostril. His paws are rough but this could be from the concrete outside? Are these signs of distemper? Pet's info: Dog | Bernese Mountain Dog | Male | unneutered | 2 months and 8 days old | 11 lbs

Hello. Hopefully not. Hard pad disease is a manifestation of distemper along with the respiratory signs. I think it is important to have a diagnosis done. Please see your vet who will run a PCR test to determine if this is distemper. At the very least, it does seem that Frank needs immediate treatment for whatever is going on.
