My puppy's eye is cloudy with mucus. Is it infection or blindness?

Pet's info: Dog | Mixed Breed | Female | unspayed | 8 lbs

My 3-4 week old puppy appears to have an infection in one eye. It’s either completely closed with mucus discharge or open and blue and cloudy. How can I help her? Is she blind in that eye? I’m in west Africa with little access to recourses or care.

I don't think she is blind in that eye yet but she suffers from a severe eye infection, you need to get a hold on antibiotic eye drops urgently, apply in both eyes every 4 hours for 2-4 days, once it starts getting better you can reduce the frequency to 2-3 times a day until it resolves completely, hopefully it is not too late to save that eye at least partially.
