My dog pees when excited or when people greet her. Is it normal?

Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Female | spayed | 28 lbs

Everytime my boyfriend and I come home to Harley we immediately buy her leash on to take her out, but as soon as you bend down to hook the leash up to her she pees. Whenever someone comes in the house and gets down to greet her she pees. Lately I’ve noticed excitement droplets of urination as well. Harley has done this since they day weve gotten her back in June 2018. Since we’ve had her she’s been to the vet and was tested for a UTI but everything came back normal. Should I be concerned?
