My roommate's dog (4 y/o, pit/lab mix) has this angry looking rash on his lower abdomen. I've seen him licking at it, but not excessively. I've applied neosporin several times no change, but when I applied my own prescription eczema cream (triamcinolone) on a small test spot, it cleared that spot perfectly in 24 hours, only to come back again a few days later. Any ideas on what this might be, and what can be done to stop it? It started off small and has grown to this over several months time.

A rash is often a sign of an allergy, mites or bacterial infection. I do not recommend to use your medication as it is not meant to be ingested and may have toxicity issues if consumed in large enough quantities. The fastest and surest method to get the rash cleared is to figure out the underlying cause and a trip to the veterinarian is needed for that. You can try starting him on an omega 3 fatty acid for dogs, changing the diet to Nutro or Royal Canin as these diets are aimed at skin health, and washing the areas daily with soap (rinse well). However, if it is an allergy or mites, the problem will continue until the allergen is removed. I hope this is helpful and please feel free to post any additional questions.
