Why do vets use Benadryl and cortisone for puppy vaccine reactions?

Can someone explain to me what Benadryl and cortisone shots do to help counteract a reaction to a vaccine? My vet tried to explain it to me because my puppy had a reaction but he wouldn’t go into detail. He just kept saying that he gave her both of them but did not tell me why.

A vaccine reaction is usually caused by an abnormal reaction of the immune system to the vaccine, these two medications suppress the immune system and by doing that they usually stop these reactions.
