Why does my dog spin nonstop when my partner is near? Is it anxiety?

My dog spins around nonstop only when my significant other comes near me. I am with her all day, and she receives a lot of attention from me. But it’s to the point where we have to face other directions, otherwise she will spin for hours, even when we sleep. I understand it’s a behavioral issue, but I don’t understand why she’s doing it?
