Why is my parakeet breathing hard, puffed, and can't use its claw?

My parakeet is about 10 years old and for about a week it seems like he can’t use his right claw. For the last few days he has been breathing hard and has had puffed feathers. What should I do? Pet's info: Bird | Parakeet | Male
