Why is my parakeet breathing hard, puffed, and can't use its claw?

My parakeet is about 10 years old and for about a week it seems like he can’t use his right claw. For the last few days he has been breathing hard and has had puffed feathers. What should I do?

Thanks for reaching out about Blueberry. It is not uncommon for budgies to have masses internally that put pressure on the nerve going to the leg, and these can be either gonadal or renal. Soft tissue or orthopedic problems should also be considered. A veterinary visit is needed for a diagnosis and treatment plan. Good luck.
