My dog has clear nose bubbles and congestion. Is it allergies or infection?

Pet's info: Dog | Miniature Pinscher | 11 years old

My dog has clear bubbles coming out of his nose. He had this happen before, and they gave him antibiotics. it cleared up, and now its back. Allergies? He's also diabetic. He sounds like he's inhaling water through his nose when he's drinking. Hes eating fine, but he sounds congested.

Allergies can be possible. If Pedtro is sounding congested or has a lot of discharge, or has other issues such as fever, appetite changes, trouble breathing etc, I would be concerned there is another respiratory infection ongoing. If the problem persists or you see other symptoms, seeking out veterinary care in person to have it treated is best.
