That looks more like an infection either from a bite wound, a puncture wound, a foreign body stuck under the skin or perhaps a very deep fungal infection. I recommend to have Baloo see his veterinarian today. The doctor may be able to tell what the cause is by palpation and perhaps aspiration of some fluid. Then appropriate treatment will be given.
