Why is my puppy scooting, pooping clear liquid, and anal glands out?

Puppy had three normal poops, but within an hour; afterwords, started rubbing her butt on the floor and pooping clear liquid similar to drops of water. Her anal gland also seems to stick out abnormally, since we adopted her two weeks ago. Pet's info: Dog | Mixed Breed Large (61lb +) | Female | unspayed | 2 months and 5 days old | 7 lbs
