My dog listens to my husband, but ignores me with distractions.

Question

How do I get my dog to listen to me outside? With my husband she listens perfectly and can walk beside him without a leash or collar. With me she behaves but as soon as a trigger (a loud car, a dog, a cat, a school bus etc..) she goes crazy and won’t listen to me. Even inside she doesn’t listen if there is a distraction. I have trained her inside and outside with the come comand and look at me so I can get her attention. I feel like she thinks she can take advantage of me and that is frustratin.
