My outdoor cat is drooling with tongue out. Is he sick or contagious?

I have a cat outside my house, I feed the neighborhood cats. We have had most of them captured and spayed or neutered. Every Tim ei see this one its tongue is out and it was drooling the other day. I am worried he may be sick and I am not sure if I should do anything as to not infect the others or my own indoor cats. He does have a small white moustache, that is not foam or anything.

He could have an upper respiratory infection, dental problem, or other medical issue. It is impossible to know the cause without doing an examination. If he has an upper respiratory infection, it could be contagious to the other outside cats. Make sure you wash your hands and change clothing after handling him before touching your indoor cats. If possible, catch him and take him to a vet for an examine and treatment.
